Wildlife Project Manager Cowiche Unit of the Oak Creek Wildlife Area Yakima County Anticipated Appointment Length is 19 Months September 2020 - April 2022 The Washington Department of Fish and Wildlife (WDFW) is dedicated to preserving, protecting and perpetuating fish, wildlife and ecosystems, while providing sustainable recreational and commercial opportunities dependent on viable fish and wildlife populations. WDFW employees protect and restore critical habitat, strive to facilitate species recovery when necessary, and manage hundreds of fish and wildlife species. The Wildlife Program within the Department of Fish and Wildlife is looking to fill a Natural Resource Specialist 2 position to serve as the Wildlife Project Manager on over 4,400 acres within the Cowiche Unit in Yakima County. The Natural Resource Specialist 2 assists with the planning and development of tasks involved in implementing a two-year interagency agreement between the Department of Ecology and the Department of Fish and Wildlife. Duties KEY DUTIES AND POSITION OBJECTIVES: Project Management: Manage and implement budget management, maintenance of project records, submittal of requests for reimbursement and corresponding backup documentation. Habitat Management: Assess the property for noxious and invasive weeds and treat weeds as needed, the goal is reduced distribution of noxious weeds with a focus on riparian habitats. Assess the property and develop terrestrial habitat restoration projects, this could include road management, shrub steppe restoration, riparian forest restoration or other projects. Grazing Management: Assess relocation and replacement of existing livestock control fencing and construction of new fencing, an estimated 7 miles of fence will be constructed. Re-developing one existing spring used for livestock watering. Investigate/complete needed water rights for any new livestock watering and develop livestock grazing utilization monitoring locations. Winter Feeding Operations/Wildlife Migration Management: Assist with winter feeding operations by loading feed trucks with hay using tractors and driving trucks to and from feed sites - distribute hay using automated feeders or by hand as part of a crew. Accurately count elk and big horn sheep daily and record numbers on data sheet. Aquatic Restoration Project Development: Assess stream conditions on the SF Cowiche Creek and Reynolds Creek for the development of aquatic restoration projects to benefit instream flow and ESA listed fish recovery. WORKING CONDITIONS: Work Setting, including hazards: This position is a combination of office and field work. Successful candidate must be willing to work alone and traverse steep, uneven terrain in all weather conditions. Position requires the ability to drive vehicles and ATV's on primitive roads during all weather conditions. Schedule: March - November: Monday - Thursday - 6:00 a.m. - 4:30 p.m. December - March: 24/7 unscheduled Travel Requirements: Occasional overnight travel for meetings and training. Tools and Equipment: Frequent use of GPS and agency radio equipment and/or cell phone for communication in the field. Hand Tools: Hammers, wire cutters, shovels, posthole diggers, tamping bars and rock bars. Power Tools: Circular saws, drills, chainsaws, welders, cutting torches. Large Equipment: Tractors, dozers, equipment hauling trucks/trailers and weed spraying equipment. Customer Interactions: Requires regular contact with external customers and stakeholders including purchasers, contractors, adjacent landowners and other government representatives. Occasional contact with the general public and wildlife area visitors. Qualifications REQUIRED QUALIFICATIONS: Education: Bachelor's Degree in a Natural Resource Field of Study. OR Qualified experience may substitute, year for year, for education. Experience with: Plan development and implementation. Habitat enhancement and management activities. Computer software and hardware (MS/Office). Safety procedures. Wildlife and habitat survey techniques. Conflict Resolution. Ability to: Manage projects and workloads. Identify wildlife and plant species. Communicate effectively in writing and verbally. Licenses/Certifications: Valid Driver's License. PREFERRED QUALIFICATIONS: Equipment operation, maintenance and troubleshooting. Firefighter Type II Certification - (Training provided). SPECIAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT: First Aid/CPR - (Training provided). ATV Certification - (Training provided). Washington State Pesticide Applicators License - Must be obtained within 4 months of employment - (Training provided).
