We are currently seeking an experienced Regulatory Acquisition expert for a potential full-time, remote opportunity supporting the U.S. Department of Health and Human Services. The ideal candidate will have regulatory acquisition experience and an understanding of information technology services, systems, security, privacy, and the protection of sensitive information. Both independently and within a team, the SME will be tasked with a wide variety of assignments in developing new procedures to improve existing requirements and identifying the need for additional policy guidance and oversight. The SME will develop actionable plans to execute the integration of emerging security and information technology needs and providing analysis, planning, design, implementation, documentation, assessment and management for the acquisition enterprise structural framework to align IT strategy, plans, systems and security with HHS mission, goals, structure and processes. Specific job responsibilities will include, but not be limited to: Development and implementation (in collaboration with the HHS OCIO) Section 889 of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019, HHS specific wavier process, policy and, guidance. Conduct deep dive assessments on scopes of work that should be required to use government equipment when performing work under HHS contracts Develop training modules and training plan for the enterprise acquisition workforce on controlled unclassified information Collaborate with Office of Finance on policies for accountability/ maintenance & reutilization & disposition of increased investments in government furnished equipment for these purposes Support development of acquisition template language for input into HHS work statements for applicable contracts and policy language for procurement, guidance & instructions Ensuring IT Security requirements are included in HHS contracts involving externally hosted contractor information systems that do not connect to the HHS network and requirements for background investigations Define by category, sensitive information as applicable to the HHS mission sets, establish guidance for access by contractor personnel and requirements for safeguarding such information for inclusion in HHS contracts Participate in agencywide working group(s) Qualifications: Bachelor---s degree required, with a strong preference in one of the following fields of study: Business, Finance, Contracts, Purchasing, Economics, Industrial Management, Quantitative Methods, Organization and Management. Minimum of 10 years of experience in Contracting and Regulatory Acquisition. Experience in drafting Federal agency-level acquisition and contracting policy or information security or information technology or information systems security policy. Desired recent Federal rulemaking experience or drafting of internal agency policy at the Federal departmental level. Understanding of and familiarity with current information technology, information security, and information systems security Federal Acquisition Regulation (FAR) requirements Experience or working knowledge and familiarity with drafting agency policy and procedures on information and information systems security Understanding of current terminology and lexicon and increased emphasis on protection of Federal information and information systems, information technology, cybersecurity, threat detection and reporting, etc. Understanding of recent Executive Orders and FAR cases concerning information and information systems security; cybersecurity contractual requirements across Federal agencies for unclassified Federal information systems; cyber threat and incident reporting; Controlled Unclassified information (CUI) This position requires compliance with the federally mandated Covid-19 vaccinations or accommodation.
